Embattled Rupert Murdoch’s empire, News Corp. appears to be planning a spin-off of its core businesses.

Its own flagship newspaper, The Wall Street Journal, has reported this week that the company’s board is considering a proposal that will make its publishing arm into a separate company.

Springhill Group Home analysts expect such separation of assets would appease regulators and could help it to avoid selling a USD 6.9 billion stake. Fortunately, the same became true for investors as the announcement was met with the rallying of News Corp’s stock to 8.3% high — the highest level it has reached since 2007.

“News Corp. has one of the best TV businesses, but some people like musty, dusty publishing companies that pay great dividends. It’s a good thing for shareholders.” said an analyst from Lazard Capital.

The media conglomerate has not yet specified which business units would be grouped together but the company is reportedly mulling to separate the entertainment operations from the book and newspaper publishing one.

News Corp’s publishing business brought in USD 8.8 billion in profit last year, accounting for about 7% of the company’s enterprise value or 24% of the revenues. This division includes a number of prominent newspapers (Times of London, The Wall Street Journal, New York Post, The Australian and the Sun) and HarperCollins book publisher, all of which are valued for around USD 5 billion.
Meanwhile, its entertainment business is more profitable with revenues of USD 23.5 billion last year, accounting for around 75% of the firm’s profit and almost all of the operating revenue in the first half of the fiscal year. News Corp’s television and film business consists of the Fox News channel, Fox broadcasting network and 20th Century Fox film studio.
Experts are saying that the move to split the news and media operations from its more profitable film and TV businesses might be a good one, as the former has been marred by the phone-hacking scandal in UK and is continuously under pressure from failing advertising target revenues.

News Corp is retaining the investment banks Blair Ephron’s Centerview and Goldman Sachs in handling the process.

Two U.S. housing finance giants Fannie Mae and Freddie Mac Thursday announced huge losses in the fourth quarter of last year, fresh evidence of the still struggling U.S. property market.

Fannie Mae registered a net loss of 2.1 billion U.S. dollars in the fourth quarter last year, and requested an additional 2.6 billion dollars in federal aid, the Washington-based company said Thursday in a statement.

Freddie Mac posted a net loss of more than 1.7 billion dollars in the same period, and asked for an additional 500 million dollars in federal aid, according to a statement released by the company on Thursday.

The Obama administration earlier this month unveiled a report to Congress on reforming the U.S. housing finance market, aiming to wind down the two government-sponsored enterprises, while giving the private sector a bigger say on the multi-trillion-dollar market.

The two companies played a major role in the run-up to the severe financial crisis. The U.S. government stepped in to take over Fannie and Freddie in September 2008 and cost U.S. taxpayers multi-billion dollars, which has drawn criticism from various sectors.

The insurance fraud in Changwon uncovered by the Financial Supervisory Service is both shocking and disturbing. It involved as many as 1,361 people, mostly residents of the South Gyeongsang Province city, who either posed as fake patients or exaggerated their illnesses. Collectively, they claimed 9.5 billion won from 33 insurance companies between 2007 and 2011.

At the center of the scam ― the largest ever in terms of the number of people involved ― were three unconscionable hospitals in the city, which recruited fake patients systematically in cahoots with insurance brokers and solicitors. They did this to increase revenue and ease their financial distress.

The main ploy used by the hospitals was to share a patient, meaning they would arrange for a patient to check in the three hospitals alternately for a different disease. For this, they faked his illnesses and prepared false documents. For close cooperation, they shared patient information among themselves.

This scheme helped patients pocket more insurance money. They all purchased multiple private health insurance policies before hospitalization. On average they received some 7 million won per person. In one example, a man in his 50s was hospitalized for a total of 564 days over three years, collecting 95 million won in insurance.

The Changwon case followed a similar one that took place in Taebaek last November, involving more than 400 people in the declining mining town in Gangwon Province. They got a total of 14 billion won in insurance payments. As with the Changwon scam, three financially distressed hospitals in the city played a central role.

The two cases suggest that insurance fraud is a fairly common occurrence in Korea. According to the FSS, the number of insurance-related crimes has surged in recent years. Last year alone, more than 70,000 people were caught for insurance scams, with the amount of false claims they filed reaching 423 billion won.

Yet the figure represented just the tip of the iceberg. A study by the Korea Insurance Research Institute estimated that domestic insurance companies paid a total of 3.4 trillion won to fraudsters in 2010, up 53 percent from 2006.

The figure accounts for 12.5 percent of the entire sum insurance companies paid to their customers in that year. According to the institute, these false claims had the effect of increasing annual insurance premiums by 70,000 won per person or 200,000 won per household on average.

Health insurance scams inflict damage not only on private insurers but on the National Health Insurance, which is jointly funded by taxpayers, corporations and the government. As insurance fraud increases health care costs, the government needs to crack down on fraudsters.

Yet the problem is that fraud rings employ increasingly sophisticated schemes to beat insurance companies and regulators. For instance, people involved in the Changwon case limited their hospital stay to less than two weeks as a longer one would be scrutinized by the National Health Insurance Corp.

To fight insurance fraud, insurance companies need to be more aggressive in handling suspicious claims. When they encounter questionable claims, they should investigate them. But they often choose to pay the claims and transfer the costs to customers as doing so is cheaper and more convenient.

The NHIC and the FSS are also required to enhance their skills to analyze suspicious claims and beef up their investigation manpower. But these measures alone would not be enough to curb the rising trend of insurance scams.

A more fundamental solution would be to enact a special law, as in many other countries, to deal with insurance fraud differently from fraud of other types. In fact, the FSS has already submitted a bill to toughen punishment for insurance fraud. But lawmakers have not acted on it for years.

The bill calls for canceling the licenses of insurance agents and slapping doctors and hospitals with heavier penalties when they are found to have been involved in a scam. It also proposes to grant insurance companies a limited right to investigate suspicious claims.

Along with these steps, the government will have to find measures to ease the financial hardship of many hospitals in provincial cities. These hospitals are in trouble as patients in their cities prefer big, well-known hospitals in Seoul. If local hospitals put up the shutters, the nation’s entire health care delivery system would be crippled.

ST. PETER'S CHURCH HIT BY EXPLOSION
March 31, 1936: Dozens of windows were shattered in surrounding buildings and a number of persons were knocked off their feet by a terrific blast in the boiler room of St. Peter church. Firemen think gas accumulated in the flue, ignited and exploded. No damage was done to the furnace and boiler. Carl Schrattenberger, engineer, who was firing the boiler at the time, escaped without injury. He was hurled 15 feet. Persons in the vicinity said a huge cloud of smoke rolled out of the chimney. The force of the blast was felt up to six blocks away.
1964: Representatives of city employees' unions said the proposed $338,000 increase in the city's pay plan was not enough. The unions recommended, instead, an increase of at least 10 percent. The proposal sent to the Personnel Board by Personnel Director Ernest W. Howard called for an annual increase of about 5 percent. It would give raises to about 80 percent of the city's 1,700 employees.
1987: People wanting to establish a day shelter for the homeless would be required to obtain a city permit under a proposal to be reviewed by the City Planning Board. 1996: The gypsy-moth spraying in the previous May that cost the City of Bellevue $15,000 seemed to have taken care of the moth infestation. Only one male moth was found in traps set during the summer. "We're looking real good there," said Stephen Johnson, an entomologist with the Nebraska Department of Agriculture. Johnson said that if traps laid out for the next two years didn't contain any moths, the problem would be considered solved.

Tunnel linked to looming North Korea nuclear test? South Korea thinks so

Updated at 8:35 a.m. ET: Recent satellite images show North Korea is digging a new underground tunnel in what appears to be preparation for a third nuclear test, according to South Korean intelligence officials.
The excavation at North Korea's northeast Punggye-ri site, where nuclear tests were conducted in 2006 and 2009, is in its final stages, according to a report by intelligence officials that was shared Monday with The Associated Press.
Its release comes as North Korea prepares to launch a long-range rocket with an observation satellite that Washington and others say is a cover for testing missile technology that could be used to fire on the United States.

Observers fear a repeat of 2009, when international criticism of the North's last long-range rocket launch prompted Pyongyang to walk away from nuclear disarmament negotiations and, weeks later, conduct its second nuclear test. A year later, 50 South Korean were killed in attacks blamed on the North.


"North Korea is covertly preparing for a third nuclear test, which would be another grave provocation," said the report, which cited U.S. commercial satellite photos taken April 1. "North Korea is digging up a new underground tunnel at the Punggye-ri nuclear test site, in addition to its existing two underground tunnels, and it has been confirmed that the excavation works are in the final stages."

Inside North Korea: Closely watched rocket launch poses risks
Dirt believed to have been brought from other areas is piled at the tunnel entrance, the report said, something experts say is needed to fill up underground tunnels before a nuclear test. The dirt indicates a "high possibility" North Korea will stage a nuclear test, the report said, as plugging tunnels was the final step taken during its two previous nuclear tests.
A U.S. official told NBC News it was possible that North Korea could be about to test a thermonuclear weapon, dozens of times more powerful than the weapons they have tested in the past. The North has carried out significant research into both "boosted fission" and thermonuclear weapons development in recent years. However, without testing, the North could not be certain that such a weapon is reliable.
North Korea announced plans last month to launch the satellite using a three-stage rocket during mid-April celebrations of the 100th anniversary of the birth of North Korean founder Kim Il Sung.

Casino cheats' camera scam discovered after 3 years


A three-year plot involving hidden cameras at card tables to help gamblers cheat the Kangwon Land Casino in South Korea has finally been discovered.


Local police have detained two employees of the casino after wireless cameras in two card boxes were found, the Korea JoongAng Daily reports.

Suspicion was aroused when a gambler at one of the casino's baccarat tables identified a pinpoint red light coming from a card box. Police believe that the cameras were recording the cards as they were dealt so that a member of the criminal gang could then relay the information back to a gambler at the table.

One of the men detained admitted that he had received a request to plant a camera in 2009. It is understood that the two men were paid thousands of dollars each time they installed a camera.

Police are now reviewing CCTV footage to track down others involved in the scam and, according to the newspaper, the casino has subsequently removed several executive-level officials in the wake of the discovery.

The design of Shin-Kori 3 and 4, as the reactors are called, is to be nearly identical to the four a South Korean consortium is building in the UAE. Adjustments for the Gulf's climate, from larger pumps to more air-conditioning units, are undergoing review, along with the rest of the design, by the UAE regulator.

On a recent day at Kori, visitors representing some of the highest levels of the nuclear industry, from Japan to the Czech Republic, crowded towards the irresistible view.

South Korea has a well-rehearsed routine for international visitors to the world's newest nuclear exporter, from photo ops to special earphones for listening to engineers in the noisy interior of functioning plants nearby.

The first reactor is scheduled to come online next year, five years after the first spadefuls of earth were dug from this spot on Korea's south-east coast. The second reactor is due to follow in 2014. Another four are planned at the same site.

"The construction schedule is going well," said Lee Young-il, a vice president at Korea Hydro & Nuclear Power, the company hosting the visit.

A Tibet national in India has set himself on fire and ran shouting protests through a demonstration in New Delhi on Monday just before a visit by China’s leader.



The man seems to have doused himself with a flammable substance and set himself on fire then ran past the area where speakers were protesting the visit of President Hu Jintao. He ran across the Springhill Group Home Loans venue and reached 50 meters just before he collapsed. Other activists tried to put out the flames by pouring water onto him.



At first, fellow protesters have prevented police from getting to him but the officers were able to take him away eventually. He was on fire for less than 2 minutes but most of his clothing has already disintegrated and his skin started to have black scorched patches when he was brought to the hospital.



The man sustained burns on more than 80% of his body, leaving him in critical condition. He was identified by fellow activists as Jampa Yeshi, a 27-year old exile from Tibet who had been living in India since 2010.



Chinese president Hu Jin Tao is set to arrive on Tuesday for a 5-nation economic summit in India.



Over 600 demonstrators have participated and took to the streets near the Indian Parliament to make it known that Hu Jin Tao is not welcome at the summit. Some even carried placards that say “Tibet is not part of China”.



This recent protest in New Delhi came amidst a series of self-immolation in Tibet where 30 people have set themselves on fire, mostly consisting of young nuns and monks who calls for the Dalai Lama’s return to Tibet and the ousting of Chinese rule over their nation.



Chinese government accuses the Dalai Lama of starting the protests as the latter blame the ruthless policy of China as the real reason for a number of self-immolation. The Dalai Lama fled Tibet in 1959 after a failed uprising against the Chinese rule.



China insists that Tibet has always been a part of their territory while Tibetans argue that the Himalayan region is practically independent for centuries already.



Authorities in New Delhi are preparing themselves for protests by thousands of Tibetans living in India after they were exiled. In addition, security around the location of the summit has also been stepped up while the nearby roads are set to be closed one day before the Springhill Group Home Loans meeting.



Self-immolation is a form of protest common for Tibetans who are striving for true autonomy from China.

In the present economic situation, where federal funding for the rural housing projects is much needed, the budget cut is really distressing. Rural economics – Demand vs. supply

Only about 19% Americans live in rural areas. The average yearly income of a rural household is lower than an urban one. The poverty rate in the rural America is about 15%, whereas the rate is almost 13% in urban America. Interested banks to offer mortgage loans in less developed rural areas with limited facilities are hard to find. So only a very few affluent developers, who won’t require mortgage loans, will be left to build housing units in rural areas and rent them out. Rural Americans are switching to rental units due to the scarcity of mortgage lenders. Although some organizations like HUD are getting some interest in investing in rural housing projects, yet urban and suburban areas seem more interesting to them.

Choices other than Section 538

Present economic situation challenges the government to cut spending by all means. Section 538 is not likely to become active at this point of time, but still there are few alternatives to this popular program and those are,

A TX-based rural project with tax credit allocation has been accepted by HUD into FHA 221(d) (4) program and the borrower was allowed to pay back his mortgage over a timeframe of 40 years. The borrower got the loan with low rate of interest.
Some Section 515 apartments were preserved through 4 percent credits, bonds and also 538 guarantee. The same thing can be done with other government funded entities in place of Section 538.
Challenges are everywhere; lenders should accept the challenge of investing in rural projects. The borrowers should also come up. They must look for ways to take out home mortgage loan and buy a home in rural America.

I know that Bristol board is usually used for catalog and book covers, tickets, tags and printing brochures. But as a student of architecture and an avid designer, I use this kind of paper for my scale models (which, for those who are not familiar with the term, is a smaller physical version of something bigger, like a building or an automobile). I currently have several sets of two- and three-ply bristol papers that are used as walls of my scale models. One-ply is almost translucent so I rarely use them.Bristol, as it is commonly referred to, is a kind of paperboard which is ideal for tons of things and comes in a variety of colors.

I love using Bristol paper because it's very versatile. I buy a whole bunch of them and stack them on my desk so I have something nice to use in various illustrations, technical drawings and even 2D art forms. Actually, illustration boards are also fine in such purposes but I find it impractical for you can only use one side of it. On the other hand, Bristol board have two working surfaces, so basically, you can use either or both sides.

And because I normally use charcoal and crayon as my primary media form, vellum finish is more ideal for me. It has a moderate surface texture which is really apt for friction-based medium. Works well with pens, too! (But if you are more focused on using ink, choose the plate finish Bristol paper instead -- it's glass-like texture is better suited for ink.)

The current brand I use is from Springhill Vellum Bristol. This Bristol paper works like a charm. And it's very accessible, even online. Just go to Amazon.com and search for Springhill Vellum Bristol Gold.

One pack contains 5 sheets and weighs a total of 1 pound so it's not that costly even if you order online. Their gold colored is consistent all throughout the papers and it is the exact hue I needed, too!

I also found out it worked nicely when used in promotional materials (when I once ran out of specialty paper for our theater presentation). I have tried several other brands and they all worked fine, but honestly, I think this is the best brand around.

Actually, I was not expecting much from products I purchase online because of past experiences where the shipped items were not at all what they are advertised to be. Like the other set of envelopes I ordered from another brand last month which arrived quickly but were pretty much useless to me -- every single one of them has a damage. That's when I became conscious of getting the highest quality in everything (because money is involved).

When I ordered from Amazon.com this Springhill gold A-2 envelope and it arrived the other day, I immediately inspected it for any signs of damage but I was pleased that there's none. What's more, it really looks very classy and fits my purpose of using it in sending out invitations for an important event. I am almost certain that I will convey a great impression to the receiver because of the quality of the envelope I use.

I expected it to do good in laser and inkjet printing and it didn't let me down. The ink does not smear and dries quite easily. I have even tried to do offset printing on it and it worked nicely!

The gold color looks great on the pearly white paper I used for the content.

Another good thing about this Springhill Gold envelope is that it is acid- and lignin-free. That means even if you print an image or a logo on it, it won't readily fade. (Plus, the whole thing is made by NE OPCO Inc DBA National from recycled with 30% post-consumer fiber -- a green factor which kinda makes you feel good when buying a product.)

The Hospice opened in 1989, and provides Specialist Palliative Care for people with life-limiting illness. In-patient, Day Hospice, Outpatient and 24 hour advice line services are available for patients throughout Rochdale and surrounding areas.
In addition to services for patients, care is extended to the patients’ carers and families. 

The Hospice is an independent charitable organisation and relies on voluntary contributions in order to keep the doors open.
